Feed-in Tariffs for California? Governor Jerry Brown Says Yes--Again.
|
 |
 |
In 1977, California Governor Jerry Brown sponsored the first-ever tax incentive for rooftop solar. Now, 34 years later, Jerry Brown is again the governor of California, and his drive for renewable energy adoption is as strong as ever. On his website, Gov. Brown calls for California to adopt Feed-in Tariffs as an incentive towards the adoption of renewable electricity generation.
First, a little background. SB 32, enacted in 2009, directs the California Public Utilities Commission (CPUC) to approve standard contracts and pricing for renewable energy generators. Commonly referred to as a Feed-in Tariff (FiT), this policy mechanism is used to encourage the adoption of clean energy sources by paying clean energy generators (residential and commercial solar systems, wind power, etc.) a premium for the excess energy they produce and sell back to the grid. The price for the contracts would be set based on the wholesale price of energy and the valuable attributes like reducing the need for adding new transmission lines, reducing emissions and generating electricity during hours of peak demand.
According to a recent study by the California Solar Energy Industries Association (CALSEIA) on Feed-in Tariff (FIT) pricing, the value of renewable generation is between 5 and 12 cents per kWh over the wholesale price of electricity from natural gas, a fossil fuel. The additional value was attributed to transmission, environmental and reliability values of adding clean energy generation to the state's power supply.
In 2000, Germany adopted the Renewable Energy Sources Act, putting in place FiTs that drove the country's clean energy production from 6.3% to over 16% by 2009. This was a clear environmental win and giant step towards independence from fossil fuel for electricity production. It is also an enormous incentive to clean energy utilities and integrators. Could California be the next FiT success story?
The following is excerpted from Gov. Brown's website referenced above:
MY PLAN:
A. Stimulate Clean Energy Jobs
California was a world leader in clean energy when I was governor, and with the right leadership, the State can lead again. Unlike my opponent, who wants to turn back the clock on clean energy by abolishing California's landmark global warming law (AB 32), I will be an enthusiastic champion for the green sector and the jobs of the future.
My goal is that by 2020, California should produce 20,000 new megawatts (MW) of renewable electricity, and also accelerate the development of energy storage capacity. California can do this by aggressively developing renewables at all levels: small, onsite residential and business systems; intermediate-sized energy systems close to existing consumer loads and transmission lines; and large scale wind, solar and geothermal energy systems. At the same time, California should take bold steps to increase energy efficiency.
Below is my plan to get us there. It will produce a half a million new jobs in research, development, manufacturing, construction, installation, and maintenance over the next decade.
Build 12,000 MWs of Localized Electricity Generation
- California should develop 12,000 megawatts of localized energy by 2020. Localized energy is onsite or small energy systems located close to where energy is consumed that can be constructed quickly (without new transmission lines) and typically without any environmental impact.
- Solar systems of up to 2 megawatts should be installed on the roofs of warehouses, parking lot structures, schools, and other commercial buildings throughout the state.
- Solar energy projects up to 20 megawatts in size should be built on public and private property throughout the state. For example, we should create the California Solar Highway by placing solar panels alongside our state highways.
- The California Public Utilities Commission (CPUC) or Legislature should implement a system of carefully calibrated renewable power payments (commonly called feed in tariffs) for distributed generation projects up to 20 megawatts in size. Holding down overall rates must be part of the design.
With the global solar community watching, Gov. Brown is assuming a strong leadership position in the fragmented American solar market. We expect that if Feed-in Tariffs are successful in California, the rest of the country will follow Brown's lead.

Green Warrior to Introduce PowerWarrior™
|
 |
 |
Residential and commercial versions drive down electricity costs
PowerWarrior™ is an incredible new product from Green Warrior that reduces the amount of power drawn from your utility by storing electricity that is otherwise lost due to the inherent inefficiencies of electric motors in your home or business. Refrigerators, air conditioners, fans, pool and well pumps, industrial machinery and HVAC systems all draw less current from your utility--and run more efficiently--with PowerWarrior's patent-pending technology.
Decreasing demand means lower usage. Depending on the number and types of electrical motors in a home or business, electrical bills can be reduced by up to 25% or more! PowerWarrior units for applications of all sizes are currently under development and will be entering production soon. The company intends to market PowerWarrior directly to customers, with pre-installation site assessment and installation provided through a nationwide network of licensed electricians.
Green Warrior is currently pioneering the use of PowerWarrior technology in conjunction with the company's On-Site Energy Systems™. Our engineers have discovered that PowerWarrior is especially effective when conditioning the power generated by solar systems, such as our On-Site Energy Systems. Green Warrior is calling this new application of PowerWarrior technology SolarAssist™. SolarAssist conditions the direct current produced by solar panels as it is being converted to usable wall power, or alternating current (AC).
Preliminary tests show efficiency gains of 20% when SolarAssist is included in a photovoltaic solar system. We are aggressively pursuing intellectual property protection of this application and expect SolarAssist products to make a major impact on the worldwide solar industry.

On-Site Energy System Installation Status Report: Irvine, California
|
 |
 |
Green Warrior recently began construction on a 42-kilowatt On-Site Energy System™ in Irvine, California. The system will cover approximately 3,500 square feet of roof space on a warehouse in a commercial area of the city. The system is expected to be online by the end of March and yield an approximate ROI of 71% over five years.
Green Warrior On-Site Energy Systems (OESs) are sophisticated solar systems that are wholly owned, operated and maintained by Green Warrior. OES customers simply purchase the energy produced by the system at a discount. The OES and the host building (or parking lot, storage facility, open area, etc.) where it is located are both tied to the utility grid, which serves as a backup power supply when the sun isn't shining or consumption outpaces OES production. The utility also acts as a customer for excess electricity produced by the OES that isn't consumed by the host facility.
Green Warrior OESs also leverage the company's innovative new Solar Assist™
technology. Solar Assist technology optimizes and corrects the power factor of OESs, which is a measurement of electrical distribution and consumption efficiency. Improving the power factor of our OESs increases the value of the energy produced and optimizes power consumed by customers.
Green Warrior's Irvine, California customer has signed a 20-year solar Power Purchase Agreement (PPA), which allows Green Warrior to install, own, operate and maintain the OES on the customer's property. The customer then agrees to purchase the clean electricity it produces at a reduced rate. If the OES produces more electricity than is consumed onsite, the excess is sold back to the utility grid.
Customers enjoy an immediate savings of at least 20% from their average electricity bill, with annual increases that are, on average, approximately 3% lower than utility rate hikes. This means that a PPA customer could pay as much as 40% less for electricity than its neighbor within ten years.
